Tropical Storm Edouard formed off the Louisiana coast on Sunday afternoon. The storm was packing winds of 50 mph and was moving to the west at 4 mph. Edouard is expected to strengthen slightly over the next few days and continue its westward movement. Tropical storm warnings have been posted for much of the Louisiana coast while tropical storm watches have been posted for the upper Texas coast.
