House passes Medicaid reform bill

MONTGOMERY, Ala. -

The Alabama House of Representatives passed the Medicaid reform bill that would eliminate the current "fee-for-service" method of paying health care providers.

The bill passed in a 79-20 vote Tuesday. The current payment method would be replaced with regional care organizations that would work directly with providers and be responsible to the State Medicaid Agency - effectively relieving the state of financial risk.

Under the proposed legislation, the Medicaid agency would create eight regions throughout the state. Commercial care managers would get a set fee per patient per month to provide care. Preventative care and transportation to appointments would be implemented to avoid emergency room visits. Proponents have said there will be no decrease in care for recipients.

The Senate must act on the bill before it becomes law.
