The Raleigh City Council unanimously approved the budget Tuesday for the 2013-14 fiscal year.
The combined operating and capital budget for the approved budget is $707,011,039. The budget does not increase property taxes or solid waste, stormwater or privilege license fees.
City employees will receive a 3 percent merit-based raise with a cost of approximately $5.9 million.
Raleigh's public utilities' system will gain an additional $13.9 million in revenue through a 14 percent sewer volumetric rate increase and a redesign of the water and sewer administrative fee.
"This budget prioritizes high quality core services: reliable water, sanitary sewer and stormwater systems, expansion of public safety to address growth, equipment investments in solid waste collection to improve reliability, and staffing for new parks facilities," City Manager J. Russell Allen said.
40 total positions are being added where as between 2009 and 2012, Raleigh eliminated 72 vacant or full-time positions.
The 2013-14 City of Raleigh budget goes into effect July 1.
