7/18/13: Investigators say the shooting that left a man dead in Carter County may be ruled self-defense.

The incident happened just before 9 P. M. Wednesday night at Elk Mills General Store.

The police report says Kenneth Jeffery Dugger, 41, was arguing with his mother-in-law, when another family member called her husband. Deputies said the man came to the scene, with his handgun. Investigators said before the man could open his car door Dugger started punching him in the face, that's when deputies say Dugger was shot in the chest.

Capt. Mike Little tells News Channel 11, "point to the fact that the shooting was self-defense type situation. So as we sort that out and continue corroborating the facts as they happened last night, up there in the parking lot, obviously that will dictate our final decision."

Dugger was pronounced dead at Sycamore Shoals Hospital.

No charges have been filled at this time. Investigators said they will likely present this case to the Grand Jury.


7/17/13: The Carter County Sheriff's Office is investigating a shooting that ended in death of an Elk Mills man.

The incident happened just before 9 P.M. Wednesday at Elk Mills General Store. Sheriff Chris Mathes said an altercation started between a suspect and Kenneth Jeffery Dugger, 41.

Sheriff Mathes said Dugger was pronounced dead at Sycamore Shoals Hospital from a single gun shot wound to the chest.

Investigators said there were several witnesses, and they are now conducting interviews.

A family member of the alleged shooter said the two were neighbors in Elk Mills, and were very close.

"There was an altercation between Mr. Dugger and a family member," said Sheriff Mathes. "Again, we are still sorting through the pieces of the investigation"

Loretta Guy, the sister-in-law of the alleged suspect, tells News Channel 11, "it's awful. I'll just never believe it. I just don't know why it happened."

The suspect and weapon are in custody of the sheriff's office. The investigation is ongoing, and no charges have been filled at this time.


7/17/13: The Carter County Sheriff's Department is investigating a shooting from what deputies call point-blank range.

The Sheriff's Department says the shooting happened on the 5600 block of Highway 321 at Elk Mills General Store in Carter County.

Deputies on the scene said they couldn't update us on the victim's condition or if any arrests have been made.

News Channel 11 sent a crew to the scene of the shooting. Look for updates to this story on WJHL.com and on News Channel 11 beginning at 4:30 a.m.
