CARTHAGE, N.C. -

Full phone services in a part of Moore County is back online after a fiber optic cable was cut early Tuesday.

Just before 11 a.m., the CenturyLink Telephone Company reported a cut fiber optic cable between Robbins and Carthage. Residents in the area were advised to use mobile phones to contact 911 or go to the nearest fire station, EMS base or police department in the case of an emergency.

The outage impacted land lines and mobile phones in Robbins.

Ken Skipper, who serves as Fire Marshal and deputy director of the Moore County Public Safety Department, said he's not aware of any emergencies that were impacted by today's outage. But Skipper said these repeated problems are the fault and responsibility of the phone company.

The cut line happened just down the road from Greg Sheffield's mother's house. "All of our elderly people, I feel about them, if you can't get 911 what are they going to do?" Sheffield said. "I think it's a sad situation."

CenturyLink said today's issue was an accidental cut but Sheffield said he thinks there are larger ongoing issues.

He said his family sometimes loses service when it rains. Sheffield has been told by CenturyLink workers the lines are old.

"Somebody's not got something together. I feel like there needs to be a little more backbone about the service. They need to get on with the business," Sheffield said.

The 911 system failed four times in the last month.  Two of those failures were due to power outages that hit the public safety building. 

The repairs come after one man watched his neighbor's house burn to the ground.  Emergency responders never answered his call to 911.

In an average 24-hour period, the Moore County 911 center receives 800 to 1,000 calls. 60 percent of those calls come from cell phones.
