    A Johnson City man was arrested Saturday after police said he assaulted his father with a hammer.According to police, Robert Collins, 25, attacked the victim, choked him, hit him with a hammer, and then smashed a kitchen window.Collins was charged with one count of aggravated domestic assault and one count of vandalism.He's in the Washington County Detention Center on $25,000 bond.Copyright WJHL 2014.     Federal court documents reveal in the past, the owner of an adult novelty store on State Street in Bristol, Va. was selling more than just lingerie, pornography and synthetic drugs. Instead, pictures filed at the federal courthouse in Greeneville earlier this month show waist-high holes in private rooms inside Exotic Illusions.

Drivers in Kingsport may notice a change along some roads: flashing yellow turn signals.

The signals are posted over left-turn lanes at intersections along Fort Henry Drive in the Colonial Heights area from Interstate 81 to the intersection with Moreland Drive.

"Flashing yellow turn signals have shown to be a more efficient way to allow left turn movements at busy intersections by lengthening the period where turn movements are authorized," said Kingsport Traffic Engineer Tim Elsea.  "The Federal Highway Administration has demonstrated that these signals allow additional traffic flexibility while preserving safety." 

The signals have four lights:
  • a red arrow meaning no turning allowed
  • a steady-yellow arrow meaning unrestricted turning movements are allowed as gaps in oncoming traffic allow, but that opportunity is about to end
  • a flashing yellow arrow allowing turning movements when oncoming lanes are clear. 
  • a steady-green arrow meaning left turns are unrestricted
"When the flashing-yellow arrow is displayed, motorists are allowed to turn left when there are gaps in oncoming traffic or no pedestrians in the intersection," Elsea said.   "Motorists may also turn left normally when a green arrow is displayed and oncoming traffic has stopped. They should not turn left when the red left-turn arrow is displayed."
