Crash that killed trooper in Marion County claims third life

OCALA, FL (WFLA) - A third person has died as a result of injuries sustained in a crash on Interstate 75 in Marion County that claimed the life of a Florida Highway Patrol trooper.

George R. Phillips, a 52-year-old Ocala resident, passed away late Saturday night at Ocala Regional Medical Center.

According to a FHP report Trooper Chelsea R. Richard, 30, and tow truck driver John Dugan, 57, were pronounced dead at the scene just before 2 p.m. Trooper Richard and Dugan had responded to a two-vehicle crash in the southbound lanes of I-75 just south of Ocala when they were struck by a pick-up truck.

Phillips, Dugan and Trooper Richard were standing on the east shoulder of the roadway when they were hit.

Investigators are in the beginning stages of sorting through the physical evidence and witness statements related to the crash. The report states that additional information will be disseminated over the next several weeks. Charges are pending once the investigation by FHP’s traffic homicide investigators is complete.

That process could take up to several months.

Funeral arrangements for Trooper Richard – a nine-year FHP veteran - are being formed and will be available once decisions are made by the family.

Trooper Richard is the 45th Florida Highway Patrol Trooper to be killed in the line of duty.
