Two Phenix City foster parents have been charged with child neglect in Daytona Beach. The parents are accused of refusing to take their children out of the sun.
Police body camera footage captured the scene. Rebecca El-Rhazouani and Mounir El-Rhazouani were arrested Thursday and have since been released.
Police say they were alerted by staff members at the Hawaiian Inn that the parents appeared drunk and refused to take the children out of the sun.
“The child wanted to get out of the sun so bad it was literally running that door over there, screaming, trying to get into the door and the father would not take the child inside,” an unnamed officer said.
The foster parents were arrested after police say the two-year-old and five-year-old were found in the hotel room alone with beer and a pocket knife within reaching distance.
The two-year-old looked sunburnt, but the foster mother said the child had eczema, a skin disease.
“I promise I was going to go get my stuff and put them to bed,” a tearfully regretful mother said as she was being arrested.
The couple was arrested on two counts of child neglect. They posted bond soon after their arrest.
